The Court of Appeals for the District of Columbia Circuit has ruled that Donald J. Trump's personal tax returns are exempt from release under FOIA Exemption 3. It's not a surprising result as 6103 of the IRS statute prevents tax return material to be released to anyone outside of a few specific instances, none of which the court found the requester to meet. It'll be up to Congress to get the tax returns even though the congressional provisions of access do not guarantee that access will be granted via that avenue either.
