The United States Court of Appeals for the District of Columbia Circuit has ruled in the FOIA case brought by Judicial Watch for White House visitor logs. The Court has ruled that visitor records that reflect who visited White House offices that are not covered by the FOIA are not agency records and therefore not subject to processing and release under the FOIA. The Court further found that these records that reflect visits to parts of the White House complex that are subject to the FOIA are agency records subject to the FOIA.
