FOIA fees have traditionally served as a barrier to release of information...because they are too burdensome for most requesters to afford. So, now a new reason for delay--because the requester CAN afford to pay the fees! I wish Mark Cuban would endow a foundation to pay for FOIA appeals, and FOIA litigation across the board. The agencies simply wear requesters down...unfortunately for FOIA.
