They may be two seperate books. The Privacy Act one seems to be called "Legislative history of the Privacy Act of 1974, S. 3418 (Public Law 93-579) source book on privacy" and available as a book, microform, internet resource, and computer file. Part of the confusion might be in that there was an earlier publication that didn't incorporate the 1974 amendments. You don't want that one.
