I'm not sure about the law here, but I'd prefer to leave it to the government or special investigators to investigate instead of the media when the costs are that high (if they really are), or else have the requester pay. Media investigations aren't always a good use of public funds. But maybe the agency is at fault for not putting the documents in electronic form so they're easier to publish.

The article says "FEMA also gave the newspaper 10 days to pay or said it would consider the request withdrawn." Is such a limit legal when it's shorter than the time for appeal?
