I find it interesting that in the various summaries, I find almost no mention of what I think may become the biggest headache from this new law. It makes records in the possession of contractors subject to FOIA.
There are huge numbers of agencies who have been forced to outsource their work to contractors. In the past FOIA requests for records only applied to materials that the government actually had in it's possession. Now, it includes those that contractors have.
Agencies have enough trouble locating, reviewing and releasing their own documents, let along now having to try and get contractors to either respond to a request or turn "their" records over to the agency for release.
