CISA, the Cybersecurity Information Sharing Act of 2015, which is currently pending a hearing in the Senate contains a FOIA 3 statute and an entirely new FOIA Exemption. A number of groups are opposing these additions to the bill - Sunlight Foundation has this detailed analysis on why these provisions of the law are not a good idea.
The FOIA provisions have been removed in the Senate Transportation bill. It's unclear if they will reappear in future Transportation bills this Congressional session.
