DOJ Issues Exclusion Guidance

The Office of Information Policy/Department of Justice has issued guidance on the use of exclusions in FOIA requests.  The guidance can be found here.

I'd like to hear from readers on what they think of the guidance.  I'm also interested to know what happens when an agency follows the guidance but disagrees with OIP over the use of an exclusion-who makes the final decision on the matter?
