The Washington Post has this on the Obama administration's struggle with its transparency promises made during the early part of the administration. It's an interesting article and I really think Steven Aftergood's comments are on point. Furthermore, I believe a lack of real interest in the issue by those in key jobs in the administration haven't helped; I continue to say that there needs to be one person in the administration whose main job is to push transparency and fight the bureacratic pushback that comes from openness initiatives.
Why is it a "struggle" if it is a Democratic administration but a "failure" if it is a Republican administration? Call it what it is: an Obama administration failure on a campaign promise of transparency in government.

To quote from DOJ/OIP"S guidance on "Creating a New Era of Open Governemnt", "Agency personnel must alter their mind set in keeping with the President's vision." Perhaps the President and his Administration need to alter their mind set. I've ben doing FOIA for over 16 years now and the leval of White HOuse Counsel involvement in the FOIA process at the agency level is unprecedented and certainly not in keeping with Openness and Transparency.
