Federal Computer Week reports that the Department of Justice has made a statement that it supports the FOIA Portal -- however the article goes on to state that the Department also believes that it's website, FOIA.gov is also a FOIA portal.
Anne Weismann of Citizens for Responsibility and Ethics in Washington has this essay on the issue and explains the differences between the FOIA.gov site and the FOIA portal.

It always comes off as a little shady when government has to specify what is and isn’t a place to get information freely... or in this case, highlight two sources, making it difficult to determine what will be seen where at a given time.
