How to Fix FOIA

This post from the Daily Kos is correct -- the way to fix FOIA is to adequately fund it.  I've written a very similar article for my monthly llrx.com article, which should be posted sometime this week.

It is really quite simple--if agency FOIA operations are not adequately funded, all the legislation in the world won't get requests at the door to the requesters.  I've talked to agency FOIA managers, and one of them even thinks that Congress should make an agency official sign in its FOIA report to Congress a statement saying that the the positions funded by Congress have all been used by the agency for FOIA Operations, which is not a bad idea.
